Mandatory Certified Shorthand Reporters for Judicial Transparency

All Texas courts must employ a certified shorthand reporter to create and preserve a complete verbatim record of every in-camera hearing, bench conference, and attorney-judge discussion, with the reporter appointed and supervised exclusively by the Regional Administrative Judge to guarantee impartiality and eliminate conflicts of interest.

Note.

This resolution enforces RPT Rule No. 4 (Adoption by Reference of the Constitutions of the United States and the State of Texas) and advances multiple 2024 RPT Platform planks, including Preservation of the Constitution, Judicial Overreach, Parental Rights, Family Law, and the Party’s core mission to protect children and families. It does not duplicate any existing Platform plank. Unrecorded proceedings violate due process and the Texas Constitution’s guarantees of open courts and due course of law, enabling practical perversions of justice that defy RPT Principles and Priorities by undermining parental rights and child welfare in family court matters.
