A Resolution for The Protection of Texas Minors from Artificial Intelligence Act
NOW, THEREFORE, BE IT RESOLVED, that we, the Red River County Executive Committee, call upon the State of Texas Legislature and all relevant state agencies to make it a top priority to pass and enact comprehensive legislation to protect minors 18 years old and under from AI - related harms through three core pillars:
Strict Age - Verification Requirements
Require all AI companies offering services or products in Texas to implement robust, reliable, and privacy - preserving age - verification systems.
Mandate that AI services capable of generating explicit, self - harm, or violent content be accessible only to verified adults.
Parental Empowerment Through Monitoring Tools
Require AI platforms to provide parents and legal guardians with accessible tools to monitor and guide their minor children’s use of AI.
Tools must include the ability to:
View conversation logs and generated content.
Receive alerts regarding harmful topics or content.
Set content filters.
Prevent any and all types of image capturing.
Override certain settings to ensure a safe, curated experience.
Corporate Accountability and Enforcement
Establish a legal framework holding AI companies liable for damages resulting from failure to implement safeguards.
Authorize the Texas Attorney General’s Office to investigate and prosecute violations, including levying significant financial penalties.
Require regular, independent audits of AI platforms, with audit results made public.
BE IT FURTHER RESOLVED, that the State of Texas take a proactive, rather than reactive, approach to AI regulation in order to protect children, strengthen families, and lead the nation in creating safe standards for emerging technologies.
BE IT FINALLY RESOLVED, that copies of this resolution be sent to the Governor of Texas, the Lieutenant Governor, the Speaker of the Texas House of Representatives, and all members of the Texas Legislature with the request for immediate consideration and action.
