A Resolution to Secure the United States Electrical Grid Against Foreign Threats and Electromagnetic Pulse Risks

NOW, THEREFORE, BE IT RESOLVED, that we, the Red River County Executive Committee, call upon the State of Texas Legislature and all relevant state agencies to implement the following actions and measures to secure the U.S. electrical grid:

  • Prohibition of Foreign - Aligned Components:

  • Federal and state governments shall enact policies prohibiting the use of critical grid components — such as inverters, control systems, sensors, SCADA systems, and battery cells — manufactured or supplied by companies aligned with adversaries of the United States, including China, Russia, North Korea, and Iran.

  • Enhanced Vetting of Suppliers:

  • The Department of Energy, Federal Energy Regulatory Commission, and state - level public utility commissions shall implement stringent vetting processes to ensure all entities in the supply chain for critical grid infrastructure are identified, tracked, and transitioned from affiliations with foreign adversaries, meeting rigorous cybersecurity and reliability standards.

  • EMP Hardening Measures:

  • Congress and relevant federal agencies shall mandate and fund the hardening of the electrical grid against EMP threats, prioritizing protection of the nation’s most critical and vulnerable transformers from Geomagnetically Induced Currents (GICs), followed by protections for electric grid control centers, generation assets, substations, and other assets vulnerable to IEMI and HEMP, accounting for regional variations in geomagnetic risk.

  • EMP Hardening Standards:

  • The minimum standard for hardening electric grid infrastructure against IEMI and E1 HEMP shall be the non - classified military standard of 50 kV/m (MIL-STD-188-125), and the minimum standard for hardening against GICs produced by E3 HEMP and solar GMDs shall be the International Electrotechnical Commission’s 2025

standard of 100 V/km (IEC 61000-2-9). The Department of Homeland Security, in coordination with state governments and private utilities, shall establish and enforce national standards for EMP-resistant design and retrofitting of critical grid components, including transformers, substations, and control centers.

  • Public-Private Collaboration:

  • Federal and state incentives, such as grants and tax credits, shall be provided to utility companies to accelerate the adoption of domestically sourced, secure components and to implement EMP and cybersecurity protections.

  • Research and Development:

  • Congress shall allocate funding for research into advanced grid protection technologies, including next - generation EMP shielding and real - time threat detection systems, to ensure long - term resilience.

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately upon its adoption, and all elected officials, state branches and agencies, policymakers, and industry leaders to prioritize the security and resilience of the U.S. electrical grid as a cornerstone of national defense, economic prosperity, and public welfare.
